[Activity] Climate Change Center Signs MOU with Taiwan’s NERA and Chairman Choi Jai-chul Delivers Keynote on Global Adaptation

On September 9, Chairman Jai-chul Choi of the Climate Change Center attended the “International Forum and Symposium on Climate Change Adaptation and Environmental Governance” in Taipei, Taiwan, where the Center signed a Memorandum of Understanding with the National Environmental Research Academy (NERA) under Taiwan’s Ministry of Environment. Through this agreement, the two institutions committed to cooperation in key areas including youth climate education, policy research and strategy development, joint adaptation and mitigation projects, and strengthened international collaboration. At the signing ceremony, Chairman Choi remarked, “This agreement represents a shared commitment and vision for enhancing climate resilience. By combining our expertise, we can contribute not only to climate cooperation in East Asia but also to strengthening resilience in developing countries such as those in Africa.”

 

Following the signing, Chairman Choi delivered a keynote address entitled “Global Adaptation: From Periphery to Center – Korea’s Case.” He underscored that climate adaptation must stand alongside mitigation as a central priority and presented Korea’s experiences in national and local adaptation governance, digital-based risk management systems, and citizen-driven policy initiatives. He further emphasized that “balanced financial allocations and international cooperation are essential to ensuring the effectiveness of the Global Goal on Adaptation (GGA).” The MOU and keynote together reinforced the foundation for enhanced climate cooperation across East Asia, while outlining practical pathways to expand engagement with the broader international community.

 

During his visit, Chairman Choi also held high-level discussions with Minister Peng Chi-ming and senior officials at Taiwan’s Ministry of Environment on September 10, focusing on climate policy and adaptation strategies. On September 11, he visited NERA headquarters to tour research facilities and explore concrete avenues for collaboration. These engagements are expected to deepen science-based research cooperation and policy exchange between Korea and Taiwan, while expanding a model of international partnership that encompasses both climate adaptation and mitigation.
