On April 14, the Climate Change Center and the Africa Foundation signed a Memorandum of Understanding (MOU) to advance cooperation aimed at strengthening climate response capacity across Africa. The agreement was designed to establish a comprehensive framework spanning policy, technology, and project development, moving beyond traditional climate ODA toward a more strategic partnership model. The two organizations plan to collaborate across multiple areas, including expanding energy access, identifying and scaling climate projects, developing education and training programs, and enhancing professional exchanges.

Africa accounts for only about 3–4% of global greenhouse gas emissions, yet it is among the regions most vulnerable to climate impacts. Against this backdrop, the MOU reflects a shift from conventional aid toward a model that supports local capacity-building and promotes a just and sustainable energy transition.

Chairman Jai-chul Choi noted that Africa holds significant renewable energy potential and is positioned to become a key pillar in global carbon neutrality efforts. He emphasized the importance of advancing practical cooperation that connects policy, industry, and human capital to support long-term, sustainable transformation. The agreement is expected to broaden the scope of Korea–Africa climate cooperation and serve as a foundation for developing an integrated, long-term partnership across policy, industry, and talent development.
